The FBI has saidMiss Hearst may have rented a garage ised to store a car used in the robbery, but federal prosecutors said there are no plans to call the newspaper heiress as a witness. Authorities have said the robbery investigation is still open but they have refused to say il they plan to charge anyone else with taking part Soliah was arrested Iasi Sept 18 the same day Miss Hearst was taken into custody in San Francisco. Hercules Coutenay offered the rebel Maryland Council of Safety the use of his brig, which had a Negro crew and was registered Bermuda. Ha said these facts might be a cloak if the British attempted to seize all American ships. LOS ANGELES iUP1 Lawyers for Symbionese Liberation Army members William and Emily Harris have completed a series of pretrial motions, clearing the way for a confrontation with Patricia Hearst over whether she will stand trial with them Attorneys for the pair Tuesday argued their last pretrial objection, calling the jury selection process biased against blacks, the oung and the poor. A hearing is scheduled tor April 14.

The hearing will come two days after she is to be sentenced for the bank robbery. Miss Hearst's lawyers have emphasized they will ask for a trial separate from that of the Harrises, who repeatedly contradicted her defense at her San Francisco bank robbery trial. They accused her of lying when she denied she was a willing participant in the gangs activities.

Both the prosecutor and attorneys lor the Harrises will press ior a joint trial. The Harrises have said they wanted a chance to confront her on the witness stand about their contradictory stories. Leonard Weinglass. defending Mrs. Harris, told reporters Monday he was not woried about speculation that Miss Hearst might strike a plea bargain and appear as a witness for the prosecution "The Harrises' case would not be adversely he said "The Harrises would welcome the opportunity to be tried with Patricia.

A top Ford administration official said Tuesday tnat American and Soviet negotiators meeting in Moscow reached basic agreement on the inspections. which the Russians traditionally have opposed Some details remain to be hammered out. he added The basic inspction agreement coincides with today 's effective date of another U.S.- Soviet pact limiting the size of nuclear-weapons test explosions to 150 kitolons That limiiation. called the "threshold treaty ban." was reached by former President Richard M.

Nixon during a visit to Moscow in July 19749 The 150-kiloton figure is equivalent to 150.000 tons of dynamite, or 10 times the blast that devastated Hiroshima in 1945. However, the negotiators did not meet today's deadline to set limits on peaceful nuclear explosions. the top official said That deadline had been estab- tished by mutual agreement of Soviet and American negotiators U.S. officials in the past have argued that there is no way to distinguish between and nuclear explosives and ttat any treaty restricting atomic devices should be all-embracing However, the Soviets have been reluctant to agree to limitations on what they describe as "peaceful'' applications, mainly nuclear explosives used for excavations. The administration official said the weapons treaty would not be submitted to the Senate for ratification until details of the peaceful explosions pact are completed.

But he added that the United States will not ronduct tests above the 150- kiloton level in the meantime Meanwhile, the more difficult and controversial negotiations to limit offensive nuclear weapons development until 1985 under the strategic arms limitation treaty have bogged down and remain unresolved American negotiators sent their latest SALT proposals to the Kremlin more than a month ago. but have received no response. The SALT impasse makes a visit here this year by Soviet leader Leonid I. nev highly unlikely. U.S.
